An energy industry veteran and seasoned entrepreneur with more than 20 years’ experience in international government relations, financing, business development, information technology and management consulting, Ainsley is the founder, Group Chief Visionary Officer and Director of the NiQuan Energy Group, and also serves on the NiQuan Energy Trinidad Limited Board of Directors.
Ainsley served as the Foreign Registered Agent for the Government of the Republic of Trinidad and Tobago (GORTT) in the United States, promoting foreign relations, national security, trade, energy, business development and investments. He was the principal consultant to GORTT in negotiations to leverage the country’s membership in the Gas Exporting Countries Forum and was also engaged by the GORTT for the initial conceptualization, strategy development and rollout of the implementation plan for the Trinidad and Tobago International Financial Center.
Other assignments included working as principal development consultant to state-owned gas company, Sonagas, G.E. of Equatorial Guinea, where he advised on the collection, transformation and commercialization of all of its liquefied natural gas (LNG) interests and led negotiations to increase Sonagas’ equity interest in the Alba field and the establishment of the 3G consortium, which included Union Fenosa, Eon Ruhrgas and Mitsumi. He also served as the lead development consultant to RWE Supply and Trading and Excelerate Energy in the development of a major Natural Gas downstream facility and as principal consultant to BPTT in the promotion of the Trinidad and Tobago/ U.S.A. strategic energy interest.
Ainsley has founded several highly successful companies, one of which, CompSpa Inc., provided services to the US Government, including the IRS and NASA.
A registered Professional Engineer with 46 years’ experience in the international energy sector, Roger Moore is the Plant Manager at NiQuan Energy Trinidad.
Roger’s career started at Texaco Trinidad Inc. After three years, he moved on to the Caribbean Industrial Research Institute (CARIRI), heading the Engineering and Technical Services functions in his fifth and final year. During his tenure at CARIRI, Roger was the recipient of a 9-month United Nations Fellowship in Project Management at the M.W. Kellogg Company in Houston,Texas, after which he joined the project team at Fertilizers of Trinidad and Tobago Ltd (FERTRIN) where he served in several senior capacities over a 13 year period.
Roger joined Phoenix Park Gas Processors Ltd. (PPGPL) in 1991 as Plant Manager, a position he held for 11 years before being seconded to ConocoPhillips for three years to manage the Conoco Syria DEZ Gas (CSDGL) Plant in Dier Ez Zor, Syria. He returned to PPGPL in February 2006 as Special Advisor to PPGPL’s Leadership Team. Subsequently, he served as Construction Manager on contract, before joining CariSal Unlimited in March 2007 as General Manager and, from September 2012 to May 2013, as Director and Secretary to the Board of Directors. He also served in the capacity of Plant Manager of Santa Rosa Limeworks Limited.
Roger has been a State-appointed Director of the Board of the Trinidad Nitrogen Company Ltd. (TRINGEN) – a joint venture between the Government of Trinidad and Tobago and YARA Trinidad Limited - for the past 22 years and is also a Director of Intec Cryogen Rubber Caribbean Limited (ICRCL), a private company being developed to recycle used tyres into high-value powder and elastomeric rubber alloys.
Roger is a past student of Naparima College, San Fernando and Queens Royal College, Port-of-Spain, Trinidad. He was awarded a Texaco Trinidad Inc. scholarship to study Mechanical Engineering and graduated from the University of the West Indies (Hons.), Trinidad.
A highly experienced corporate lawyer with over 25 years of legal and executive management experience in asset financing, corporate banking, compliance, (re)insurance, asset management, commercial contracts, financial regulation and litigation, David has worked at the highest levels in insurance banking and the energy sectors.
Now Group Chief Legal Officer for the NiQuan Energy Group, previously David was the Group Chief Legal Officer and Board Secretary for the Qatar Financial Centre Authority and its subsidiaries for over 8 years. He was responsible for all QFC Authority Group commercial contracts, legislation and compliance, companies registration office, employment standards office, data protection office, licensing and regulation of ancillary services firms, and board secretariat and governance matters for the QFCA and its subsidiaries.
Prior to joining the QFC, David was General Counsel and Company Secretary of an Allianz Insurance and Bonding Group company and its subsidiaries in London, where he spent almost thirteen years. He has also worked as an asset finance and banking lawyer within GE Capital and Morgan Grenfell (Deutsche Bank) respectively.
A Member of the Honourable Society of Lincoln’s Inn, David was called to the Bar of England and Wales in 1988 and shortly thereafter was admitted as an attorney of the Supreme Court of Trinidad and Tobago. He obtained his LL.B and LL.M degrees from Queen Mary, University of London and completed his postgraduate Bar Vocational Course at the Inns of Court School of Law in London.
An engineering professional with over 30 years of experience, Al began his career as a field engineer for Catalytic Construction before becoming a production engineer in an organic sulfur chemicals plant. Al founded a commercial construction company which specialized in buildouts of factory outlet stores which he ran for 10 years.
He would later join Foster Wheeler as a Technical Service Engineer, becoming recognized world wide as a subject matter expert in the field of Fired Heaters. He joined BD Energy Systems in 2014 as Technical Services Manager, providing worldwide support in the construction, revamping, operation and sales of Fired Heaters.
For the last two and a half years, Al has materially supported NiQuan through BD Energy Systems in the construction, commissioning, and startup of the NiQuan GTL (Gas to liquids) plant at Pointe-á-Pierre, Trinidad.
Al holds a degree in Chemical Engineering from Villanova University.
With a successful track record of delivering complex projects with multiple stakeholders and in politically sensitive contexts, Roshan Rodriguez is the Group Vice President of Special Projects for the NiQuan Energy Group. In this role she is responsible for working across the organisation to plan, implement and oversee projects that fall outside of plant operations and production.
Before joining NiQuan Energy, Roshan was the Operations Manager and Small Business Team Lead for the Hawaiʻi Health Connector; the organisation responsible for building the on-line Health Insurance Exchange each state is required to have under the Affordable Care Act.
She was responsible for developing and writing all policies and procedures for the Small Business Health Insurance Options Program (SHOP), which is used by small business owners to provide employees with health insurance and she developed all the related small business training material.
In this role she was required to train Connector employees and educate the general public about the Exchange. This included addresses and briefings to the Hawaiʻi State Legislature, Hawaiʻi Economic Association, Hawaiʻi Department of Labour and Hawaiʻi Employers Council. Under her direction, the State of Hawaiʻi was one of few states whose small business program was functional and open to the public by the federal deadline of October 1, 2013.
Prior to the Connector, Roshan was the Client Relations Director for The AGA Group where she was responsible for working with a team to manage and oversee major projects including the initial planning and implementation of the Trinidad and Tobago Financial Centre. In this role, she worked throughout the Caribbean, Africa and the Middle East. She also worked closely with The AGA Group’s political action committee, ensuring its compliance with federal election regulations.
Roshan holds a B.A. in Economics with a minor in Spanish from George Mason University and an Executive Master of Business Administration from the University of Hawaiʻi Shidler College of Business.
Vice President of Finance, Shelly Ramlal has over fifteen years of finance experience in Trinidad and Tobago and the Caribbean region in Accounting Operations, Financial Reporting, Treasury Management, Budgeting, Management Accounting, Accounting Policy maintenance, Business Planning Payroll and Taxation.
Shelly has worked at the Senior Management Level for major organizations in Trinidad and Tobago including Ernst & Young, Carisma Marketing (Member of British American Tobacco Company Limited) and Novaregal /Kwo-Jeng Marine Services Limited.
As Assistant Director of Finance, Ernst & Young, Shelly was responsible for overseeing Accounting Operations in Trinidad and Tobago, St. Lucia, Barbados, Jamaica, Aruba and Curacao. At Carisma she held the position of Financial Accountant with overall management responsibility for Accounting Operations in Panama, St. Lucia, Suriname and Trinidad and Tobago. Preceding Shelly’s tenure with Carisma, she spent eleven years with NovaRegal Company Limited, six of which were at Director level, responsible for Accounting Operations, Taxation, Payroll services, Operations Management and Legal matters.
Shelly is Association of Chartered Certified Accountants (ACCA) qualified and holds a Master’s in Business Administration.
A transportation fuels marketing and logistics professional, Quan brings over seven years’ experience. As the VP of Marketing and Logistics, Quan is chiefly responsible for maintaining key relationships with downstream stakeholders & end users, as well as ensuring the efficient and safe handling of NiQuan’s product slate from production to market.
Quan is a highly decorated United States Air Force (USAF) Veteran. While he served, he was attached to the United States Air Forces in Europe (USAFE) as a part of the 100th LRS Air Refueling Unit. In this role, he gained in-depth knowledge managing fuels logistics for the Department of Defense (DOD) at the highest levels of security as a Petroleum, Oils & Lubricant Airman. During this time, he became extremely acquainted with Occupational Health & Safety (OSH) regulations according to Air Force Petroleum Office (AFPET) standards. He has been trained and certified in operations, quality assurance and safety procedures directly related to the transferring and receiving of bulk fuels in Type II & III Hydrant Systems to above ground and underground tanks.
Quan holds an Associates of Applied Science (AAS) in Logistics from Community College of the Air Force, a BSc Business Management/Administration from University of Maryland Global Campus and a MSc Energy, Trade & Finance from City, University of London, CASS Business School.
A seasoned and highly experienced Human Resources professional, Fiona has spent over 20 years in high-growth, fast-paced multinational companies across multiple sectors, delivering the full range of HR support at both strategic and tactical levels. She is an acknowledged specialist in organizational structures and policy development, performance management systems and employee relations.
Fiona has worked extensively in the Oil and Gas sector, including for BP and BHP Billiton, as well as for companies in other sectors such as Digicell, Aegis Business Solutions and FT Farfan. Her roles have included Compensation & Benefits Specialist; HR Consultant; HR Manager and Head of Human Resources.
Fiona has an MSc. in Strategic Human Resource Management from the University of Roehampton, England as well as Executive Leadership Certification from Cornell University. She is a Certified Compensation Professional (CCP) and Global Remuneration Professional (GRP) and was the first HR professional in the Caribbean to obtain this dual Certification. Additionally, Fiona is a Certified Compensation Professional – Canada (CCP-C) and a Certified Agile Professional (SSGI-CAP).
